Most of these websites charge a fee only if you win the project. Payment is usually through Paypal and Moneybookers

However, you have to directly negotiate with the service buyer and there is no guarantee of payment. If you are lucky, you can find companies who will use your services for a long time.
Posting in forums and websites is another way to earn an online income. For forum posting, only good quality posts are approved.
